If you intend to let the property, long-term rentals in the area have yielded 5 to 9 percent gross a year and short-term rentals 8 to 15 percent gross. Those are gross figures before management, maintenance, utilities and tax, and rural estates carry higher maintenance than apartments do. Appreciation in the area has historically run 7 to 8 percent a year. That figure is history, not a forecast, and no one can promise you it repeats.

Does the highway situation affect what I should offer?

Access to Rionegro from Medellín runs through the Devimed concession, and its status is worth understanding because sellers sometimes reference road improvements as a reason to pay more today.

Here is the actual timeline. The Devimed concession reverts on July 31, 2026. The financing trust is expected in 2027, with handover to Invías in 2028. Major works would therefore not begin before late 2027. Anything you are told about imminent upgrades transforming your commute should be weighed against those dates.

Separately, on the eastern side of the region, the Marinilla to El Peñol to Guatapé doble calzada is not under construction and has no completion date. Treat any pricing argument built on that project as an argument built on nothing.

The practical conclusion for an offer: price the access you have today. Roads in Colombia arrive on their own schedule, and paying a premium for a road that has not been financed is a transfer of risk from the seller to you.

How do I structure the offer itself?

Put the offer in writing and make it conditional. A Colombian promesa de compraventa can and should carry conditions, and yours should include satisfactory review of the certificate of tradition and freedom, written confirmation of land use from the municipality, verification of the water concession or aqueduct connection, a surveyor’s confirmation of boundaries, and evidence that predial is paid current.

Set the deposit and the penalty for non-performance explicitly, in the same document, for both sides. Colombian sellers expect this and it is standard practice.

Fund the purchase through the banking system with proper foreign exchange registration. Money brought in as registered foreign investment is money you can take out again cleanly when you sell. Cash arrangements that skip that step create an exit problem years later, and the exit is when the problem becomes expensive.

Finally, use the 30 to 45 day closing window. It is enough time to complete real due diligence on a rural property, and it is not enough time if you start the document requests in week three.
